The Veterans Appeals Improvement and Modernization Act of 2017 AMA began as a collaborative effort involving various stakeholders including VA Veterans Service Organizations and Congressional Staff. Under the previous system now referred to as Legacy the VA was facing a backlog with no end in sight and veterans were facing a complex system with no set timeframe. It is also known as the Appeals Modernization Act AMA.

The Appeals Modernization Act AMA was officially implemented on February 19 2019. Open claims decided before that date are now referred to as Legacy claims. AMA gives Veterans choice over how VA reviews their disagreement with a claim decision and ensures Veterans receive faster clearer decisions.

Every new new decision decided after that date is under the new program referred to as AMA. In 2017 the Appeals Modernization Act AMA was passed taking effect in February 2019 it is now fully implemented at the Board. You can read the law in full on Congressgov.

If you arent satisfied with the results of the first option you choose you can try another eligible option. If you disagree with a VA decision dated on or after February 19 2019 you can choose from 3 decision review options Supplemental Claim Higher-Level Review or Board Appeal to continue your case. On February 19 2019 the Veterans Appeals Improvement and Modernization Act AMA was officially implemented thus ending the Rapid Appeals Modernization Program and phasing out the Legacy appeals system.
